COLLECTION OF OILY WATER (SLUDGE)

DEFINITION AND LEGAL BASIS.

DEFINITION:

SINCE TIME IMMEMORIAL, THE SEA HAS BECOME THE GREAT RECEIVER OF WASTE GENERATED BY HUMAN ACTIVITY, BOTH ON LAND AND IN THE SEA ITSELF THE CUMULATIVE EFFECT OVER TIME, AS WELL AS THE INCREASE IN WASTE, BOTH IN QUANTITY AND IN EFFECT NOVICO, THEY ARE EXHAUSTING THE BIOLOGICAL REGENERATION CAPACITY OF THE SEAS AND OCEANS. MARINE POLLUTION CAUSED BY HUMAN USE OF THE SEAS CAUSES ALTERATIONS IN THE OCEAN ECOSYSTEM IN SUCH A WAY THAT THE EFFECTS RETURN TO HUMAN BEINGS IN THE FORM OF FOOD POLLUTION, ALTERATION OF THE COASTS. ETC. FROM THE GREAT CATASTROPHES PRODUCED IN OUR SEAS AND OCEANS, A STRONG SOCIAL AWARENESS HAS BEEN CREATED ABOUT THE SERIOUS CONTAMINANT EFFECTS OF AN ACCIDENTAL OR INTENTIONAL SPILL OF HYDROCARBONS AND OTHER SIMILAR PRODUCTS, BUT THE SERIOUS DAMAGE CAUSED BY THE WASTE GENERATED IS NOT TAKEN INTO ACCOUNT BY THE SHIPS DUE TO THEIR DAILY ACTIVITY AND THEY ARE DUMPED DIRECTLY INTO THE SEA. SUCH AS BILGE WATER, SEWAGE OR SOLID WASTE. THIS ENVIRONMENTAL DAMAGE CAN BE AVOIDED BY DELIVERING THIS WASTE TO A PORT WHERE THEY HAVE A CALLING AND PROCESSING THEM FOR SUBSEQUENT DELIVERY TO A RECYCLING OR DISPOSAL FACILITY, SUBMITTED TO THE PUBLIC SEWAGE SYSTEM OR EVEN THE SEA, ONCE THEY MEET THE NECESSARY ENVIRONMENTAL REQUIREMENTS FOR THEM. IN ADDITION, MANY OF THIS WASTE IS VALUED AND RECYCLED, REDUCING THE ENVIRONMENTAL COST ASSOCIATED WITH IT.

LEGAL BASIS:

IN ACCORDANCE WITH ARTICLE 73 SUPPLIES THAT INCLUDES THE DELIVERY OF SUPPLIES TO THE SHIPS; POTABLE WATER, FUEL AND LUBRICANTS, TELEPHONE, FAXIMILAR OR TELEX COMMUNICATION, ELECTRICAL ENERGY AND TO THE AREAS OF MANEUVERS OF THE MERCHANDISE THAT LOADS OR UNLOADS THE COLLECTION OF GARBAGE AND WASTE, THE ELIMINATION OF RESIDUAL WATER, LAUNDRY, REPAIRS AFLOAT AND OTHERS THAT THE SECRETARY DETERMINES IN THE CORRESPONDING AGREEMENT TO BE PUBLISHED IN THE OFFICIAL GAZETTE OF THE FEDERATION.
